Libraries applying for funding must meet the following criteria.
Please note: FTLF grants cannot be used for the purchase of content.
Eligibility Requirements:
- Must be an established school library, public library, or open community library.
- Historically received funds from the IMLS or from State or regional agencies that have been used for library services and operations.
- Have been directly cut off from those funds as a result of recent federal, state, regional policy and practices.
- Priority will be given to smaller communities impacted from recent budget cuts including rural areas or libraries that serve historically marginalized communities (e.g., communities of color, tribal lands, immigrant communities, low-income or underfunded districts).
- Must have a clear plan for how grant funds will support essential library services that do not include book purchases.
Examples of Eligible Uses of Funds:
- Staffing support to maintain core services (especially for part-time or at-risk positions)
- Restoring, maintaining, or expansion of digital access (WiFi hotspots, public computers, technology infrastructure)
- Educational and youth programming at risk due to loss of funds
- Accessibility upgrades (e.g., ADA compliance improvements)
- Safety and security improvements for staff and patrons
- Outreach to vulnerable or underserved community members (e.g., seniors, new immigrants)
Application Must Include:
- A short narrative (maximum 2 pages) describing your community, current challenges, and how funding will support core services.
- A proposed budget and timeline for implementation.
- Contact information and authorization from library leadership or governing board.
